Tax Increment Reinvestment Zone
A Tax Increment Reinvestment Zone (TIRZ) is a tool used by the City of Harlingen to encourage economic growth and reinvestment in targeted areas.
When a TIRZ is established, the City reinvests the increase in property tax revenue (the “increment”) generated by new development within the zone back into that same area. These funds are used for public improvements such as roads, utilities, drainage, and landscaping to help attract private investment and enhance development quality.
The City of Harlingen currently has three active TIRZ, each established to support strategic growth and infrastructure investment across the community.
