Summary

An Industrial District Agreement contractually protects companies located in the designated district from annexation and City requirements such as permitting and platting in exchange for a Payment in Lieu of Taxes.

The City of Harlingen (in cooperation with the County) has established an industrial district on the east side of town. Within the district, the City can enter into non-annexation agreements with a PILOT (Payment in Lieu of Taxes) to qualified manufacturers and industrial projects to reduce property taxes in exchange for job creation and increased private investment. The typical IDA in Harlingen is a seven-year agreement. I’m not sure we have anything for this other than possibly a resolution establishing the IDA and the guidelines.
