RGV leaders convene in Harlingen to discuss infrastructure and workforce priorities

HARLINGEN, TEXAS – A Powering Texas and Regional Growth: Infrastructure + Workforce Exchangeluncheon was held on August 13, 2026, at the Harlingen Convention Center by the Rio Grande Valley chapter of I-LinCP, or the Institute for Leadership in Capital Projects.

In partnership with the Harlingen Economic Development Corporation (EDC), the event brought together industry leaders, public-sector representatives, educators, economic development professionals, developers, and other regional stakeholders for an important conversation about the infrastructure and workforce investments needed to support continued growth across the Rio Grande Valley (RGV) and South Texas.

The event highlighted the region’s strengths, including a talented workforce, utility capacity, power readiness, and ongoing investments in water supply, while also exploring challenges and opportunities that will shape the region’s long-term competitiveness.

Mike Hoke, Director of Public Engagement with the Public Utility Commission of Texas (PUCT), delivered a keynote address, which was followed by two panels focused on the interconnected priorities of capital projects, infrastructure, human capital, and workforce development.

During the address, Hoke emphasized the importance of local input as Texas navigates rapid growth in electricity demand, highlighting the PUCT’s efforts to expand generation and transmission capacity while protecting consumers and landowners. He also underscored the RGV’s role in the state’s economic growth and encouraged local businesses and economic development leaders to engage with the PUCT as the region continues to develop.

The Capital Projects & Infrastructure panel, moderated by Beverly Ticer Loftus, Chief Operating Officer of the Harlingen EDC, examined the investments needed to accommodate growth and attract new companies. Panelists included:

·       Javier Martinez, Electrical System Planning Manager at Brownsville Public Utilities

·       Jerry Briones, Executive Vice President at Greater Brownsville Incentives Corporation

·       Dale Fowler, Manager of Economic and Business Development at AEP Texas

·       Albert Escobedo, Government Affairs Director at RGV Desal’s South Texas

The panel explored the importance of reliable power, water resources, utilities, and coordinated capital investment in building a strong foundation for future development.

The Human Capital & Workforce panel, moderated by Rafael Vela, Chief Executive Officer of Workforce Solutions Cameron, focused on preparing residents for the demands of emerging industries and a changing regional economy. Panelists included:

·       Andrea Figueroa Benton, Director of Community Relations at NextDecade

·       Gina Cano-Monreal, PhD., Provost at Texas State Technical College

·       Maricela “Mari” De León, Executive Director at RGV LEAD

Panelists discussed the critical role of education, workforce training, industry partnerships, and talent development in ensuring that residents are prepared to participate in and benefit from the economic opportunities ahead.

Together, the discussions reinforced a central message: infrastructure and workforce development must advance in tandem to support sustainable economic growth. The luncheon provided a forum for leaders across industry, education, government, and economic development to share perspectives and identify opportunities for continued collaboration. As the RGV looks ahead, that collaboration will be essential to strengthening the region’s competitiveness, expanding economic opportunity, and supporting a strong quality of life for generations to come.
